Alliances and Treaties

The Federation has many alliances or formal treaties, which affect with whom the Federation works, gives supplies, and so on.

Common Elements of Treaties

It should be noted that the Federation often uses 'boilerplate language' in its treaties with other powers, and so certain commonalities exist across all such treaties signed by the Federation with its own internal member worlds, with Allies such as the Romulans and Klingons, with enemies or neutral civilizations such as the Bajorans and Cardassians and the Dominion. Even where specific treaties are not noted by name below, certain commonalities can be assumed such as definitions of borders and POW status and the like. Some specific commonalities include:

  1. That medical officers of a military force shall be considered noncombatants, limited in their permission to bear arms at all and subject to revocation of their noncombatant status in the event that they brandish a weapon for any reason, even self-defense or defense of a patient. Starfleet takes this seriously, and currently limits its medical personnel to Type I Phasers only, with no allowance for bearing larger sidearms, melee weapons, or munitions.
  2. Certain standards of care and treatment exist for Prisoners of War captured during armed conflict, including a realization taht those prisoners will attempt to escape, and the guards will attempt to prevent escape.
