Bio-neural gel
From Star Trek: Gamma One
The bio-neural gel pack is a component of Federation computing technology developed during the late 2360's. The gel packs contain neural fibers surrounded in a blue gel, with connections at the top and bottom. Within the pack, the neural fibers form billions of connections, allowing them to 'think' in very much the same way a living organism does. This leads to improvements in both data storage potential and system access time, beyond what is achievable with an Isolinear Chip.
Development of the bio-neural gel pack was conducted by the Advanced Starship Design Bureau, by a team supervised by Dr. Tran Tho. At present, only the newest Starfleet vessels carry bio-neural gel technology, including the Norway, Intrepid, and Prometheus classes.
