Federation Science Council
From Star Trek: Gamma One
The Federation Science Council (FSC), located in Geneva on Earth, advises the Federation Council and the Secretariat on all matters scientific and technological. In addition to acting as an advisory agency, the Council also supports research into a wide variety of subjects. In fact, some of the Federation's most prestigious research institutes are maintained by the Federation Science Council.
The FSC is divided into six different directorates, which cover all disciplines within the sciences spectrum through a number of divisions that make up each directorate. Each of the six directorates are governed by the Office of the Director.
The following is the organizational structure of the Federation Science Council:
Contents |
Office of the Director
- Nanci Woods, Ph.D., Senior Advisor to the Director
The Office of the Director provides executive leadership and administrative management for the Federation Science Council. This is a large office, as the administrative needs of an organization as large as the Federation Science Council are extensive. The office is responsible for setting general guidelines, policies and procedures, reviewing research initiatives, setting priorities, and long-range planning.
Bureau of Education and Publications
- Ban Zott, Ph.D., Bureau Director
All institutions of higher learning operating within the Federation that offer degrees in the sciences, technology, engineering, or mathematics offer curriculum approved by this bureau. In addition to reviewing undergraduate and graduate curricula and setting curriculum guidelines, a separate section of this bureau is responsible for releasing new research and information to the public. The numerous publications of the various directorates and divisions of the Federation Science Council are achieved through this bureau. This bureau also administrates the nomination, selection, and awarding of the prestigious decorations bestowed upon individuals by the Federation Science Council.
Bureau of Scholarly Research
- Culley Carson-Grefe, Bureau Director
This bureau is responsible for establishing research guidelines for all work done by respected Federation researchers. Starfleet, Starfleet Academy, and other institutes of higher learning within the Federation follow the approved methodology of the Bureau of Scholarly Research for the Federation Science Council. Those who choose to ignore these research guidelines are often viewed as extremists. These research guidelines are extensive, though the general purpose is to protect the lives of sentient beings and to ensure that no research causes damage to sentient life regardless of the proposed or expected benefits. The bureau is also responsible for performing cost-benefit analyses in particularly controversial research proposals and then approving or denying them.
In addition, the bureau processes all scholarly research that is submitted to the Federation Science Council for publication and then forwards the research to the appropriate directorate and division for peer review.
The Daystrom Institute is a research facility that includes members of various directorates and divisions of the Federation Science Council, but it is operated as the research wing of this bureau. Research conducted at this institution is considered among the highest priority, and an appointment to the Institute is considered a great honor. The Daystrom Institute is located in Montana on Earth.
