Ferengi Alliance

The Ferengi Alliance is the nation of the Ferengi people, centered on their home planet Ferenginar in the Alpha Quadrant. The Alliance is independent and usually neutral in its actions, without official ties to any of the major powers. The executive branch of the Alliance government is called the Ferengi Commerce Authority. Other governmental agencies are 'Commissions' (lesser boards or corporations created as partial or wholly owned subsidiaries of the FCA or the unnamed Ferengi legislature) or 'Missions' (as a Commission, but dealing with external diplomacy or trade) or 'Services' (paramilitary fleets, task forces, and legions). The official trade enforcement and collections arm of the FCA is the Revenue Cutter Service.

When dealing with poor, marginalized, and impoverished clients, the Ferengi used a system of "means testing" to make transactions legal. According to The Rules of Acquisition, the Ferengi are not permitted to lose profit on a deal or to make donations at not profit. Mean testing is a way of circumventing the established law by taking losses on individual accounts in a mass business venture with hope that the collective account will make up for the loss. This is a new economic theory since the instatement of Grand Nagus Rom as a result of the Grand Nagus' marriage to Leeta ("The Enemy of the Good").
