Mercier is the Shuttle Squadron Commander of the USS Halcyon. A recent transfer aboard, Mercier previously served aboard the USS Endeavour until it was nearly destroyed in a fiasco near the Klingon border. He has a reputation as a young, ambitious officer, and has occasionally been accused of being a careerist.

7553.7 Letter of Commendation

On or about Stardate 7553, this officer participated in the field deployment of the entire tactical shuttle wing of USS Halcyon, beginning with the initial ad hoc flight of Qianlong and Xuanwu to assist in salvage operations of an independent colony at their private space station. As the salvage operations grew more dangerous, the final deployment of the remaining ships in support took place. This was the first simultaneous deployment of all tactical shuttles and multiple support shuttles, and occured without major damage and no loss of Starfleet personnel. Accordingly, the entire shuttle squadron of USS Halcyon, plus the participants in this particular action from other divisions of the ship's personnel, is in reciept of this commendation.
