In the case of any discrepancy between the news files on the game and those here on the wiki, the news files on the game are correct version.
When you are IC, regardless of where you are, you are IC. That means even if you are in your quarters, if you are IC you can be hailed or expected to respond to alerts.
The unfindable flag does not avoid duty responses.
Obviously common sense will be applied to this -- if you login briefly or are about to logout and so on then responsible exceptions can be made.
