In the case of any discrepancy between the news files on the game and those here on the wiki, the news files on the game are correct version.
Each position on the Rosters of USS Vanguard-A, USS Marathon, and (when it is complete) Outpost/Starbase Gamma One is intended for a purpose. Sometimes, some of these purposes are more overt and obvious than others. Sometimes there will be overlap. At all times, however, the roster serves a purpose.
Roster slots are not held for specific individuals, nor guaranteed. Certain 'featured' roles like department heads and other senior officers are handled by pre-application, rather than simply going through chargen, but even then, there is an application process involved.
Much as was noted in Duty Roleplay, you are expected to fulfill the demands of your roster slot -- if you sign up as an Operations Officer, you should be putting in regular RP doing console watches on the Bridge, for instance, and if you sign up as a medical officer, you are expected to spend some time every week waiting around in Sickbay for folks to come with minor medical issues. This is not to say that you cannot indulge in social RP -- it is, however, fair warning that if the writing staff thinks you're not giving your roster slot enough effort, we will not, in our NPC roles as the Captains and the offscreen Admiralty, bother to make excuses for you when the DHs and the XO ding you during OERs or want to wash you out of the fleet for incompetence.
