In the case of any discrepancy between the news files on the game and those here on the wiki, the news files on the game are correct version.
The following guidelines will apply to IC transfers:
Opening a +report and having a meeting with a superior officer about a billet transfer does not hold a billet for you. This is just like starting an application in chargen; staff does not reserve a billet for someone that early in the process.
If there is a high reasonble expectation you will be approved for transfer then the billet will be held, in the same vein as when applying if your application is very close to approval ready the billet will be held. In the case of transfers, a high reasonable expectation may occur when you are up for promotion with a clean record and likely to promote, or when you've started the IC process of transferring and shown you have the skills and no serious IC concerns about transferring. We can't stress enough that only PCs with sufficient skills to either meet or be close to meeting billet requirements will be considered. Otherwise the PC will be ICly unqualified for transfer consideration.
A billet can not be held if you don't open a report, lack many of the skills required or if there is obvious IC concerns about your transfer (reprimands, poor IC performance, lack of RP, etc)
