Federation colonies have been established since before the founding of the United Federation of Planets. After its founding, the charter for Starfleet was signed as it became clear that a military presence was required to serve both as protection for the colonies and also as law enforcement among the colonies. Although some colonies are just as technologically advanced as any other member world, other colonies are sometimes years or even decades behind. The Office of Colonial Affairs coordinates both the personnel and other assets assigned to protecting and maintaining Federation colony worlds and is commanded by a flag officer carrying the rank of Rear Admiral (lower half) or higher.
