Office of Personnel Management

Falling under the direct jurisdiction of the Chief of Fleet Operations, the Office of Personnel Management is charged with maintaining the living resources of Starfleet, which consists of officers, enlisted crewmen, cadets, and civilian elements assigned to Starfleet installations and starships. This office is based out of Starfleet Headquarters on Earth.

Units
Personnel Policies and Procedures
- The primary responsibility of this unit is to review, revise, and publish the policies and procedures, in collaboration with the Office of the Judge Advocate General, governing those in Starfleet. The focus of this unit in that effort is on benefits and services that will be provided to both current and former personnel. This unit also hears and responds to grievances concerning such matters.
Field Services
- Personnel affiliated with this unit are responsible for serving as on-site representatives of the Office of Personnel Management, commonly referred to as crew management officer. Depending upon the size of the installation or starship, this person may also be affiliated with the Office of the Judge Advocate General.
Personnel Records Management
- One of the largest units within the Office of Personnel Management, the task of this unit is to maintain extensive files on all persons affiliated with Starfleet, including academic, medical, disciplinary, and service files.
