The Chief of Fleet Operations is responsible for the deployment of all Starfleet assets, both living and non-living. This includes main ships of the line, starbases and other installations, and officers and enlisted crew assigned to Starfleet. This office is comprised of the chiefs of five offices and their subordinates, including Personnel Management, Starbase Operations, Shipyard Operations, the Executive Admiral and Fleet Admiralities, and the Judge Advocate General. This commanding officer of this office, known as the Chief of Fleet Operations, typically holds the rank of Vice Admiral or higher and reports directly to the Starfleet Chief of Staff. The Office of the Chief of Fleet Operations is located at Starfleet Headquarters in San Francisco on Earth.
