All construction and design projects are overseen through the Office of the Chief of Starfleet Engineering. The commanding officer of this office typically holds the rank of Admiral and reports directly to the Starfleet Chief of Staff. The Chief of Starfleet Engineering maintains an administrative office at Starfleet Headquarters in San Francisco on Earth. The Starfleet Corps of Engineers reports directly to this office.
