Test Information
Each of the three skills tests groups consist of 12 tests, broken down into 'sets' of three tests each for four skills. Each skill is tested at Difficulty 4, 6, and 8 for those characters of the rank of LTJG or lower; for those individuals of LT or LCDR rank, the difficulties are 5, 8, and 10. For scoring, see below. For a LTJG officer who was breveted to LT, they would use the 4, 6, 8 difficulties.
In regards to scoring, Possible Dramatic Success and Possible Dramatic Failure will be handled as follows: A Possible Dramatic Success will cancel out one of the failures for the particular test section (i.e., Professional Skills). A Dramatic Failure (rolling all 1s on the dice) will result in failing that test section with a score of 1 or 2, depending on the other rolls made. (I.E. 9 successes and one Dramatic Failure will result in a 2 based on the number of successes.)
Most merits and flaws will apply normally to the rolls. In the case of the merits Charisma and Innovative, the merit will not apply if you're just meeting with the exam proctor and making the rolls with no roleplay. If you meet and roleplay out the tests and a holodeck simulation for the tests, then those merits can apply.
Courage must be spent immediately after the roll is completed. You can not complete all the rolls and then decide to spend courage. In fact, people should avoid using 'roll scripts' to make all the rolls at once as this will void your chance to spend courage on all but the last roll.
How to Test
An officer who is due to complete the Stage I tests should report to his or her Department Head, who will proctor the exams. Should you have trouble scheduling a time with your Department Head, then you may contact other Department Heads or the Executive Officer to proctor the exam. Additionally, the Captain may opt to proctor an exam at his or her discretion.
When an officer reports for testing the first time, he or she must complete all tests, either Professional and Physical & Warfighting, or Professional, Physical & Warfighting and General Leadership as determined by the officer's rank. Should the officer fail any of the tests, he or she may retest each test up to two times more times and can do so whenever the officer wishes.
Retesting
An officer may retested if they meet the following conditions:
- They only complete the test for each section a total of three times.
- They are retesting a section which they failed on a previous test, or
- They are retesting a section to improve their score when their overall Stage I Aggregate is less than 3.
An officer may not retest simply to try and score perfect or otherwise improve their score. Further, the score from the most recent roll is always used. If you roll a 3 and decide to reroll (because the overall average is 2.5) then you will be stuck with the latest roll, even if its a 1.
Exams
Professional Skills
Professional Skills Tests vary by branch of service, and in some cases by sub-branch (distinctions being drawn between general command, conn, and intel officers; and between medical and counseling officers, for instance). In addition, certain foreign fleet officers (Klingon and Romulan exchange and liaison officers; Bajoran Militia troops serving under the Status of Forces Agreement) have their own set of professional skills tests. All Professional Skills test sets consist of two skills tested with exact skill/specialty requirements, one skill tested with an evaluee's choice of specialty, and one elective skill chosen jointly by the evaluee and test proctor based on the evaluee's billet and duties, and tested without specialty.

Warfighting & Physical Fitness
This series of 12 tests, three per skill/specialty combination, helps gauge the general fitness, coordination, and personal combat ability of the evaluee.
The tests are:
- Athletics (rolled without specialty)
- Energy Weapon (Phaser)
- Unarmed Combat (rolled without specialty)
- Choice of Acrobatics (choice of any one specialty), Primitive Weaponry (choice of any one specialty), Planetside Survival (choice of any one specialty), Throwing (choice of any one specialty), or Vehicle Operations (limited choice of specialties – see Note #2 below)
NOTE #1: Klingon and Romulan officers assigned to exchange or liaison officer positions may substitute the Disruptor for the Phaser specialty on the Energy Weapons tests.
NOTE #2: Vehicle Operations, as an elective skill, can only be tested with a specialty indicative of hard physical labor, such as Watercraft, or certain specialty exotic vehicles. The testing officer may veto the choice of specialty if in his or her discretion, it is not suitable for testing physical fitness..
Professional Leadership Skills
As noted above, this last exam is in fact identical to the 'core skills' exam of the Line Officer Exam, and is tested accordingly. This includes the difficulties -- they are identical to the LOE difficulties.
Grading of the Tests
All Stage I tests are graded as follows:

NOTE: An individual who fails all three tests of any one skill, even if they pass all remaining nine tests, will automatically be given the score of 2 (Unsatisfactory-but-Passing), reflecting that they have substantial gaps in their knowledge as an officer.
