Outpost Gamma One is the first permanent Federation presence in the Gamma Quadrant. The Sisyphus-Tantalus System was selected by Ad Hoc Allied Task Force Gamma One as the location of the installation.

Contents

History

The final product of the Gamma One Construction Project, Outpost Gamma One took approximately twenty months to complete, with construction coming to an end eighteen months after the initial spaceframe supports were laid. Command of the Gamma One Construction Project was tasked to LCDR Tavan Shandar of USS Vanguard NCC-61966-A. In addition to components that were delivered from the Alpha Quadrant and replicated aboard USS Vanguard, other raw materials were mined and refined from the Sisyphus Sector and other neighboring sectors.

During the construction of the outpost, the incomplete station was swarmed by organic metallic life forms that tried to eat away the energy fields and molecular structure of the spaceframe. A rescue team from USS Marathon repelled the life forms ("Hives").

Construction was completed in mid-2379 and came online under the interim command of Commander Daniel McCall. It was then turned over to the permanent command of Captain Robert Tran Tho, formerly Commanding Officer of USS Tribune, and CMDR McCall was appointed Executive Officer.

Mission Profile

Outpost Gamma One is designed to be a central staging ground for establishing an Allied presence in the Gamma Quadrant. A diverse crew, representing the United Federation of Planets, the Klingon Empire, the Romulan Star Empire, the Bajoran Provisional Government, the New Cardassian Union, and a number of smaller foreign powers, is assigned to the station. Specialists from a wide range of disciplines are assigned to the station to help fulfill the mission of exploration, peacekeeping, monitoring, first contact, and diplomacy.

Though not a part of the 29th Mobile Exploratory Fleet, Outpost Gamma One provides significant support as the 29th Fleet is the only named and numbered fleet permanently assigned to the Gamma Quadrant.

Outpost Gamma One falls under the direct command of the Office of Starbase Operations.

Structure and Design

Allied Outpost Gamma One is a Legion-class Heavy Frontier Outpost, taking the form of an irregular cylinder with a bulging top and a second, larger bulge about two-thirds of the way down its length. Six support spokes are connected to the second bulge, attaching a larger, wider docking ring to the station.

The station's docking ring allows for docking activity to take place both on the exterior and interior circumference of the ring, creating ample external docking hatch space for between 15 and 18 mid-sized craft (e.g., Defiant-class or Miranda-class, or Klingon Birds of Prey). At each 120 degree arc of the docking ring, there is a single shuttle bay, capable of containing 2 or 3 warp shuttles, Runabouts, and similar small personal transports, with room left over for between 3 and 5 impulse-only shuttlepods, engineering workbees, and the like. The remaining interior space is divided between large cargo bays, auxiliary power and environmental systems, and power conduits and life support systems that supply externally docked vessels. Temporary barrack-style housing is also provided in the docking ring.

The topmost (Level 1) and bottommost (Level 53) levels of the station have special docking facilities. Level 1 is home to the secure command shuttlepad, where three Runabouts assigned to Starfleet and Bajoran Militia forces land. Also docked here is USS Calawah, a Danube-class Runabout assigned to the station's auxiliary vessel complement early in 2381. Level 53 hosts the station's single extendable docking pylon. The pylon has enough surface area to dock up to 4 large capital starships, up to and including the size of Galaxy-class or Sovereign-class vessels. Level 53 contains a decontamination airlock and auxiliary customs checkpoint to provide full services to larger vessels using the ship's docking pylon.

The Starfleet Corps of Engineers has rated the total volume of the station as 21/60, meaning that it can sustain 2100 total residents for an indefinite period, and 6000 for brief emergency periods of no more than a few weeks.

Operational Information

There are only six flag officers between the Commanding Officer of Outpost Gamma One and President of the United Federation of Planets. In ascending order of authority, this includes the Assistant Chief of Starbase Operations for Deep Space Stations, the Deputy Chief of Starbase Operations, the Chief of Starbase Operations, the Chief of Starfleet Operations, the Starfleet Deputy Chief of Staff, the Starfleet Chief of Staff, and the Federation President.

The Interceptor-class USS Tripoli NCC-19386-B is the primary support vessel assigned to Outpost Gamma One. Other auxiliary craft include the Talon-class runabout USS Starling, the Squire-class runabout USS Cyrano, and the Danube-class runabout USS Calawah. Shuttlecraft assigned to Outpost Gamma One include the following: tactical warp-shuttles Acheron, Lethe, Erebus, and Elysion; utility warp-shuttles Scaramouche, Peirrot, and Harlequin; and, cargo warp shuttles Pantolino, Colombina, and Punchinello. The Bajoran Militia's 88th Joint Operations Battalion has also received from its own chain of command in the Second Bajoran Militia Expeditionary Force the recommissioned Rigel-class Heavy Scout MS Valo, which it uses as a general purpose transport and tactical support craft, as well.

In addition to these vehicles, the station is also supported by two type VI-B-Gamma Mining Support Variant Warp-Shuttles, ten Class K Shuttlepods, 5 Mark V-Alpha one-man engineering workbees, and 5 Mark V-Beta two-man engineering workbees.

Due to the sensitive and potentially dangerous nature of research projects conducted aboard Outpost Gamma One, a series of Biohazard Research Protocols was established in late 2379 under the guidance and direction of Chief Medical Officer LCDR Dr. Theobold Peter Woolfe.

Crew Breakdown

Outpost Gamma One houses approximately 750 Starfleet and Allied military personnel; an additional 100 civilian diplomats, researchers, and administrators; about 150 full-time resident civilian merchants; and as many as 500 total dependents of those personnel and residents who have families.

The descriptions below delineate the personnel who reside on the station due to an official duty assignment with some recognized agency or organization.

Military Personnel

Command

Command Branch consists of 108 total personnel, divided between 43 officers and 65 non-officers, including the Commanding and Executive Officers. Most of these officers report directly to the Executive Officer or indirectly through one of the Exec's direct command reports like the Flight Crew Commander, the Training Officer, or the Crew Management Officer. The non-commissioned officers and enlisted crew are spread throughout the entire command team as administrative specialists, non-dedicated yeomen, Intelligence technicians, and the like.

Operations

Operations Branch consists of 135 total personnel, divided between 30 officers and 105 non-officers, making it the largest department on the station. Operations provides mission, system, and logistical support for the entire station. The non-officers assigned to this branch handle most of the physical work, such as the lifting and toting of crates, the transfer of cargo to and from starships, the calibrating of sensors and arrays, and the like.

Engineering

Engineering Branch consists of 128 total personnel, divided between 30 officers and 98 non-officers. There are 17 senior engineers (e.g., the department head, deputy department head, section heads, and line officers) and junior team leaders, while 13 more officers are back-up filling in similar positions to the team leaders. The non-officers divide out among the 12 team leaders, meaning that even the lowliest Ensign has a 6-to-10 person team reporting to him or her on a day-to-day basis; of these, 4 to 6 are permanent subordinates, while the others rotate in accordance with the department's needs.

Security

Security Branch consists of 129 total personnel, divided between 33 officers and 96 non-officers. There are 15 senior security officers (e.g., the department head, deputy department head, section heads, and section staff) while 18 serve in redundant backup positions to the section staff positions. Of the non-officers assigned to this branch, the majority are assigned as security guards, reporting to the Security Duty Officer through the junior security officers as shift/detail/team leaders on given taskings.

The Bajoran Militia contingent assigned to the station is not included in the above numbers.

Medical

Medical Branch consists of 81 total personnel, divided between 26 officers and 55 non-officers. Of the officers, 14 are doctors, medical specialists, residents, nurses, and counseling staff; the remaining 12 serve in redundant backup positions. The non-officers assigned to this branch serve as LPNs, medical corpsmen and paramedics, specialized medical equipment technicians, specialized psychiatric orderlies, and the like. Approximately two-thirds of these non-officers report to the Chief Nurse, while the rest are divided evenly between the Medical Duty Officer and the Counselor.

Sciences

Sciences Branch consists of 93 total personnel, divided between 27 officers and 66 non-officers. Of the officers, 18 are the senior staff of the branch (e.g., the department head and deputy department head), the section heads, and other section personnel, while 9 more are generic or redundant officers. The non-officers are split to approximately 10 to 15 per section head (with the Deputy Sciences Officer considered a section head), and four or five report directly to the Sciences Officer. The non-officers assist the branch by serving as lab technicians, couriers, equipment monitors, hydroponic gardening teams, and the like.

Bajoran Militia

The 88th Joint Operations Battalion (or 88th JOB), the Bajoran Militia Battalion assigned to Outpost Gamma One, consists of 76 total personnel, divided between 16 officers and 60 non-officers. A total of 150 officers and men are assigned to this battalion, but only about half (i.e., the aforementioned 76) will be on the station at any given time. Those not on the station are posted in 4-10 person detachments at various special duty locations throughout Sisyphus, Elestra, Karemma, and other neighboring sectors. Of the 16 officers, 12 are the resident staff permanently assigned to Outpost Gamma One, serving as the Battalion's Commander and Deputy Commander, Battalion staff officers, two company commanders, and six platoon leaders. Each platoon leader will have ten of the non-officers reporting to them, which means that even the lowest ranked officer assigned to the Bajoran Militia Battalion has ten Bajoran non-commissioned officers and enlisted men reporting to him or her. The remaining four officers are warrant officer types reporting to the Commander, Deputy Commander, or Battalion staff officers. The Starfleet-Bajoran Militia Status of Forces Agreement allows the Militia to serve as auxiliary security, operations, medical and engineering personnel, as appropriate to their individual skill sets.

Civilian Personnel

The High Commission

The Federation Alliance Special High Commission on Gamma Quadrant Colonization and Territorial Affairs -- more commonly known as "the High Commission," "the Alliance Commission," or simply "the Commission" -- is a special diplomatic body, jointly accredited by the Federation Diplomatic Service, the Imperial Klingon Subcouncil of State, and the Romulan Senate's Proconsular Office on External Affairs. The seniormost representatives to it from each of these three major Alliance powers are entitled to the honorific of "Ambassador" or "Commissioner", even if they do not yet hold the rank equal to a full Ambassador in their home diplomatic service. The 30-person complement is divided equally: each power has a Commissioner/Ambassador/Head of Mission, a Deputy Commissioner, two senior aides, and six junior aides.

Federation Science Council

About twenty total civilian researchers or specialists from the Federation Science Council (or those on fellowships to the Federation Science Council from foreign powers) live on the station. Their task is to support the Alliance Commission as a whole, the Federation Legation in its private projects, and other (offscreen) civilian agencies in matters which for various reasons of logistics, politics, 'black letter' law, or potential conflicts-of-interest are not left to Starfleet's otherwise capable Science Branch. The research team usually occupies the Auxiliary Sciences Level of the station, where they work out of spaces provided by the Outpost fleet staff, with a combination of Alliance military and FSC civilian equipment.

Miscellaneous Federation Agencies

Approximately fifty of the civilians on the station work for various official and quasi-official Federation bodies, such as the Press and Information Bureau, the Bureau of Colonization, a small support staff putting together what will someday be a full Sector Court, the Federation Intelligence Service, and the like.
