Unlike the certifications, there are three general qualifications which may be added to an officer's service jacket. These qualifications require only that an officer be able to +prove the required skills and specialties. No tests are required. At minimum, these qualification categories enable an officer to man a support console on the bridge of a starship or in the operations center of an installation; additional rights and privileges and responsibilities will vary based on the qualification. During an alert situation, for example, a officer sitting at a department station under General Qualification is expected to ensure that his or her console is either manned or supervised by a more qualified officer. A Qualified officer manning an Engineering or Science station during an alert is likely to summon a replacement, but if not, he or she is expected to accept the direction of a better qualified officer -- regardless of rank -- at an alternate console for that function (e.g., if an LTJG security officer seeking Engineering cross-training is serving at the Bridge Engineering/Damage Control station and an alert is called, he should either allow an Engineer to replace him or accept an Engineer's direction).

In short, these General Qualifications are intended to provide a spring-board for cross-training, and open doors to preparation for more rigorous certification in the future. Or, in some cases, they will prepare the way for a departmental transfer. This is best analogous to a 'learner's permit' issued by state-level departments of highway safety/motor vehicles in the 20th and 21st century U.S.A. -- service jacket qualifications basically allow an individual to serve as a 'learner' or 'apprentice' at these consoles. Obviously, General Qualifications do not apply to individuals already serving in the department.

How to Obtain your General Qualifications

Role Play is normally required to obtain your General Qualification notation. The Executive Officer, the Training Officer, and Department Head or Deputy Department Head of the department one is Qualifying for, may Qualify an officer.

In some cases where an officer's background prior to play indicates a Qualification, staff will consider allowing the Qualification as part of a character's approval process. No character will be permitted to start with more than one Qualification, ever, and this is not a guarantee that any character will be permitted to start with any -- merely that staff will consider permission on a case-by-case basis.

Officers are limited to acquiring two current qualifications at any one time.

QMED - Qualified Member of the Engineering Department

Permits an officer to sit at the Engineering/Damage Control console on the bridge of a starship or in the Operations Center of an installation. This also qualifies an officer to serve in Main Engineering or on an Engineering/Damage Control team under the direction of an engineering officer in the event of an extensive work project or repair effort; in some cases, where the Chief Engineer or Deputy Chief Engineer personally signs off in the appropriate reports, an officer approved as QMED can be placed in charge of a low-priority repair team, provided that there is no other commissioned engineering officer serving on that team. This Qualification is often obtained by Tactical or Armory section officers of a ship or station's Security Branch so that they can be authorized by the Chief Engineer to supervise repair or upgrade efforts on the ship's weapon systems when a Weapons Systems Engineer is not available.

QMSD - Qualified Member of the Sciences Department

Permits an officer to sit at a Bridge or Operations Center Science Station, or assist in research in a ship's labs or on Away Missions under the direction of an experienced Science Officer. This Qualification is required for any officer who wishes solo access to certain labs on 'off shifts'; it is also necessary for any Starfleet-sponsored post-graduate training in the physical, computational, or astrometric sciences.
