Various cultures and government have different laws governing how and when they share technology with other races. This page contains information pertaining to those laws.

Federation

With regards to the proliferation and sharing of technology with a species not otherwise prohibited from contact and trade by the Prime Directive, existing law binding Starfleet personnel can be summarized as follows -- As long as the appropriate senior officers -- Chief Science Officer, Chief Engineer, Chief Medical Officer if medical technology is being exchanged, XO, and CO usually -- concur that a reasonable projection has been made of how a technology transfer will affect the recepient civilization and that said technology transfer would not so unduly affect the social structure of the planet so as to be a Prime Directive breach in and of itself, it cannot be considered illegitimate on its face. Some technology, like the Quantum Torpedo, Regenerative Shielding, Bio-Neural Computing technology, etc., remains restricted or classified/restricted.
