Based out of Starfleet Headquarters on Earth, Starfleet Medical serves partially as a research agency and partially as an administrative body. To fulfill its research mandate, Starfleet Medical maintains a large staff of medical researchers, an extensive database of medical information, and provides possibly the widest variety of patient services available in the Federation. In its administrative capacity, Starfleet Medical oversees the training of new Starfleet medical personnel, controls medical research activities within the Federation, and serves as the Federation's ultimate arbiter on issues of medical ethics.
