USS Vanguard NCC-61966-A is a Nebula-class Exploratory Cruiser commissioned by the United Federation of Planets' Starfleet and currently assigned to the 29th Mobile Exploratory Fleet.

Mission Profile

During the construction of Outpost Gamma One, the USS Vanguard was the larger of the two 'PC' ships in Ad Hoc Allied Task Force Gamma One. Its primary task was to handle the construction end of the Gamma One Project, i.e., the actual building of Outpost Gamma One in the Sisyphus-Tantalus system. Its secondary mandates were to take point in diplomatic and scientific efforts where possible, given that it had both a full SDC team aboard and a larger Sciences department.

As part of its mission profile, the Danube-class Runabout USS Red Deer and the shuttle T'Pan have been assigned to the Vanguard. The Red Deer was assigned to the Vanguard as a replacement for the USS Frontenac, which was destroyed in defense of the Gamma One Construction Project. The shuttle Avogadro was also destroyed in the line of duty.

History

USS Vanguard was originally constructed at the San Francisco Fleet Yards, with the registry number of NCC-61966, and launched on Stardate 41311.3 (mid-October 2361), under the original command of Captain Salvatore Valeri. Assigned to rimward patrol and military diplomacy duties along the Klingon border, the ship interposed itself in numerous conflicts between the Klingons and the Cardassians at the same time that the UFP was trying to wind down its own conflicts with the Cardassian Union. Eventually, it would serve as part of the 'honor guard' of ships present at the signing of the original armistice between the UFP and the Union at Starbase G-6 in 2366.

Starfleet Command, and 8th Fleet Command, made the decision that USS Vanguard should serve a spinward deep space exploration mission while it was still new enough to withstand the rigors of a long-term, long-range mission in unexplored and potentially dangerous territory. From 2367 to 2372, the ship made a five year run through the Perseus Arm, still under the command of the aging Captain Valeri, tracking down the lost remnants of a 23rd Century mission aboard one of the first Excelsior-class vessels. Helping re-establish contact with the Persiid Colonial Commonwealth, and then helping defend it against Tholian annexation, Vanguard returned home just in time for the Dominion War. A hasty change of command ceremony turned the vessel over to its newly promoted XO, Captain Thales Endilev, and then USS Vanguard spent the rest of the war on the front lines.

In 2376, after the first wave of treaty signings and POW exchanges, USS Vanguard was deemed due for its 'fifteen-year refit'. Some last minute complications delayed the start of the refit until very early in the year 2377, when Vanguard reported to the Antares Shipyards. The refit was completed on Stardate 55433.8 (mid-to-late November 2377), and the ship launched as NCC-61966-A at that time. With the transfer of Captain Endilev to a high-ranking administrative position under the Office of the Chief of Starfleet Security and Strategic Operations, Captain Andrus Kale assumed command of USS Vanguard at that time, with orders to rendezvous with USS Marathon in the Gamma Quadrant and begin scouting and construction of Outpost Gamma One.

In October 2378, a general reshuffling of the Gamma One Task Force ships took place, with many personnel transferred between vessels. Among those who remained aboard or transferred to Vanguard, in addition to the senior staff listed above, were LTJG Alexander Berry and LTJG Kelly Shapiro.


Operational Information

The USS Red Deer, a Danube-class Runabout, is assigned to the USS Vanguard. The Red Deer is housed in the refitted Pod Shuttlebay.

Vanguard has approximately 750 people aboard, broken down as follows:

Command

Command Branch consists of the Commanding and Executive Officers, and 22 total general and special duty command officers and 48 enlisted crew/NCOs (incl. Crew Management Officer, Training Officer, Diplomatic team, Mission Specialists, etc.), plus 21 officers and 42 enlisted/NCO crew as flight control officers and shuttle pilots. With the exception of the ship's SDC-certified diplomatic team, reporting directly to the CO, and some individual yeomans and mission specialists reporting to the CO or Second Officer, most of these personnel report to or through the XO.

Operations

Operations Branch consists of 55 officers and 110 enlisted personnel reporting to the Operations Manager. Of these, just over 50% (30 officers and 58 enlisted/NCO crew) are split between Mission Operations and Flight Operations to monitor the deployment of Operations and Engineering small craft and personnel over the course of the construction of Outpost Gamma-One and any other related missions requiring resource deployment; of the remaining 25 officers and 52 enlisted/NCO crew, 11 officers and 23 enlisted/NCO personnel staff Systems Operations section to work as non-engineering technicians and supervisors of the ship's computer cores and subspace arrays, while a like amount work the Quartermastery section to ensure that quarters, lounges, and common areas are properly stocked and assigned, and the remaining small handful of officers and crew report directly to the Deputy Operations Manager in his or her capacity as the ship's Boatswain.

Engineering

Engineering Branch consists of 51 officers and 100 enlisted personnel reporting to the Chief Engineer. Of these, almost 1/3 (15 officers and 30 enlisted/NCO crew) are fabrication and construction specialists coordinated by the Chief Engineer and DCE with input and field oversight from the Structural Engineer, assigned in addition to the normal Structural Engineering contingent for the express purpose of serving as extra building crew on the Outpost Gamma-One Construction Project. The remaining 36 officers and 70 personnel consist of the regular engineering team -- the DCE, Systems Engineer, Propulsion Engineer, and Structural Engineer, each assuming direct supervision of between 6 and 9 officers and between 16 and 18 enlisted/NCO technicians, with any off-duty personnel from the fabrication-and-construction team being reassigned for ad hoc duties where they are needed.

Security

Security/Tactical Branch consists of 24 officers and 55 enlisted/NCO personnel reporting to the Security Chief. Of these, about 1/3 (8 officers and 18 enlisted/NCO personnel) are tactical officers or specialists reporting through the Tactical Duty Officer to maintain a constant readiness rotation on the main bridge and auxiliary control center of the ship. An additional 40% or so of the department (10 officers and 25 enlisted/NCO crew) is divided between rotating security posts throughout the saucer section, engineering hull, and dorsal mission pod under the direction of the Security Duty Officer. The DCoS, Master-at-Arms, Armory Officer, and subordinate Ordnance Officer round out the remaining officers posted to this section, and between them, an additional 12 or so enlisted/NCO crew are supervised for special Branch assignments such as Armory work and permanent rotation to the ship's Honor Guard.

Medical

Medical Branch consists of 30 officers and 60 enlisted/NCO personnel, reporting to the Chief Medical Officer. Of this number, 9 of the officers are Medical Doctors, Medical Specialists, or Medical Residents reporting through the Medical Duty Officer, who also supervises 19 enlisted/NCO medical technology specialists directly. 15 more officers and 35 enlisted personnel are Medical Interns, career Nursing Officers, or Medical Corpsmen reporting through the Chief Nurse. The last 3 officers and 6 enlisted/NCO personnel are specialized Associate Counselors, Counseling Interns, or Mental Health Corpsmen reporting through the Ship's Counselor.

Science

Science Branch consists of 44 officers and 85 enlisted/NCO personnel, reporting to the Sciences Officer. 40 of these officers and 72 of the enlisted/NCO crew make up the four Research Sections -- Astrometrics, Biosciences, Geosciences, and Social Sciences -- each with a Section Head, between 6 and 10 subordinate officers, and between 15 and 20 enlisted/NCO laboratory or research technicians beneath them. The remaining 4 officers and all but 1 of the remaining 13 enlisted/NCO crew make up the Computation and Archives Section reporting directly to the Deputy Sciences Officer, while the last crewmember is the Sciences Officer's personal research and administrative assistant. It should be noted that there is no 'Physical Sciences Section' -- most physics, chemistry, and mathematical research is usually studied in application by one of the four Research Sections, and when it is necessary for 'pure' or 'theoretical' research to be conducted in the Physical Sciences, this is done by the Computation and Archives Section.
